Joint use of school facilities and land

The department welcomes partnerships with external organisations to develop or upgrade school facilities or land that can be mutually beneficial.

Joint use project

A joint use project is when the department and other parties agree to invest significantly in constructing, upgrading or maintaining facilities. Use of the asset is then typically shared between the school and the other parties over the asset’s lifetime.

An organisation, such as a local council or sports club, that wishes to enter into a Joint Use agreement at one of our schools should submit an expression of interest in the first instance.

Establishing a joint use project agreement

A Principal who receives a proposal for a joint use project must consult with the Director Educational Leadership and refer the proposal to Asset Activations in School Infrastructure. Asset Activations will liaise with the third party and provide support for them to formally submit their interest via the expression of interest form.

Joint use agreements may also be initiated by School Infrastructure in consultation with the Director Educational Leadership and Principal.

Any joint use agreements will be managed via the expression of interest process.

Asset Activations, in School Infrastructure, is responsible for managing the expression of interest process and preparing any subsequent agreement.

The principal is responsible for managing the facilities according to the joint use project agreement and for advising School Infrastructure NSW of any issues relating to the implementation of the agreement.

An example of a joint use agreement may be a council and the department jointly invest in a new synthetic oval and change rooms on school grounds. The oval is leased to the council with exclusive after-hours access but it used by the school during school hours.

See section 1.7 of the Sharing of School Facilities procedures for more information.
