Project Development and Planning Support

Project Development and Planning Support provides capped hours of individual support for eligible applicants to the Building Early Learning Places Program (the program) to scope a capital project with reliable project estimates, as well as funding to assist with some of the up-front expenses involved in putting together a proposal.

The support helps by providing specialised knowledge across a range of topics that are crucial for planning a viable, high quality capital project. These may include:

  • support scoping comprehensive budgets and obtaining quotes and/or quantity surveyor reports
  • assistance in designing spaces for your ECEC service with regard to relevant regulations and requirements
  • help identifying project risks and strategies to manage them
  • advice on a range of projects aspects from a cultural safety lens.

The support will be delivered by Shakeup Architecture for all referred applicants, and Aboriginal Community Controlled Organisations can opt-in to access additional assistance from the Secretariat of National Aboriginal and Islander Child Care (SNAICC – National Voice for Our Children).

Eligibility

In order to access the individual support, applicants are required to:

  • meet all the eligibility requirements and objectives of the program
  • agree to the support’s Terms of Use; and
  • demonstrate intent and high-level ability to start the capital works project within 12 months of receiving an outcome letter under the program (e.g. you may explain whether you have secured land, funding to meet required co-contribution, support from landlord or other stakeholders, have had pre-DA meetings with Council, a site survey and/or other planning processes, etc).

All applicants interested in accessing the support will be required to complete an Expression of Interest for the department to assess their eligibility for the service, so please complete this as a first step. Applicants that approach a delivery partner directly (i.e. SNAICC – National Voice for Our Children and/or Shakeup Architecture) will be redirected to complete the Expression of Interest. For ACCOs, the Expression of Interest will allow you to opt in for the support provided by both Shakeup Architecture and SNAICC – National Voice for Our Children in a single application.
