Regulatory Priority Programs

The NSW Department of Education as the regulatory authority for early childhood education and care (ECEC) in NSW (NSW Regulatory Authority) prioritises a key area of sector practice for improvement each year.

Regulatory Priority Programs (RPPs) are designed to support all NSW ECEC services to uplift practice rapidly.

As part of an RPP, the NSW Regulatory Authority provides education, guidance and resources to the entire sector around the identified area of practice. It also works directly with providers and services to improve awareness and support quality uplift during visits to services by authorised officers.

The 2025-26 Child Safety Regulatory Priority Program

In 2025, the NSW Regulatory Authority’s priority is child safety. The 2025 RPP will focus on child safety and preventing harm and abuse to children in NSW ECEC services. It will aim to raise awareness of preventing, identifying, understanding and responding to allegations of harm to children.

The 2023–24 Safe Transportation Regulatory Priority Program

Transportation practices in ECEC settings pose significant risks to children’s safety.

In August 2023, the NSW Regulatory Authority commenced its second RPP focussing on children’s safety during transportation. The program proactively addressed risks to children’s safety in transportation and supported compliance with the 2023 update to regular transportation regulations for ECEC services.

The 2022-23 Safe Sleep and Rest Regulatory Priority Program

In 2022, the NSW Regulatory Authority commenced its first RPP, which focused on safe sleep and rest. The program involved providing targeted safe sleep and rest information, guidance and resources to the sector for an extended period, followed by a period of targeted regulatory visits.
