Summary
This evaluation aimed to determine the effectiveness of the Aboriginal Participation in Construction (APIC) Guidelines and its impact since 2007. The methodology involved semi-structured interviews with representatives from several NSW Government agencies, the construction industry and the Aboriginal community as well as an analysis of Aboriginal participation data. The author concludes that while the APIC Guidelines are well known across the Government and construction industry and that they have led to good employment outcomes for Aboriginal people in select projects, it is the preparedness of NSW Government agencies to activate the Guidelines, rather than the Guidelines themselves, which impacts employment outcomes.
